UPMC's Brendan Harris to Deliver Keynote 

Brendan Harris’ lifelong interest in politics and public policy has led to a wide range of experience in health care, administrative policy-making and oversight. Harris currently serves as the Regional Vice President of Government Programs for UPMC Health Plan and the other UPMC entities making up the Insurance Services Division. As UPMC Health Plan looks to continue to expand its footprint across the Commonwealth, Harris is responsible for leading business and product development efforts in central and northeastern Pennsylvania, as well as in the Lehigh Valley.  

Prior to joining UPMC, Harris served as a core member of the Department of Human Services (DHS) team for over a decade – a department that serves more than 3 million Pennsylvanians, operates with a $34 billion budget, and has over 16,000 employees. 

During his tenure he successfully negotiated a Medicaid expansion plan to provide health care coverage to an additional 715,000 Pennsylvanians and oversaw the department’s implementation of the Affordable Care Act. Under Harris’ leadership the department avoided more than $600 million in improper Medicaid payments and $35 million from improvements to SNAP compliance accuracy, and saved $50 million through Medicaid recipient restrictions, allowing DHS to drastically enhance its program integrity during fiscal year 2015-16.  

Prior to serving as the Executive Deputy, Harris served as the Director of Legislative Affairs for DHS and then as Chief of Staff where he was responsible for development and implementation of the department’s operations. 

Harris graduated from the University of Pittsburgh in 2004 with a degree in Political Science. He currently resides in central Pennsylvania with his wife, young daughter and son.
