ONC Interoperability Roadmap Released for Public Comment
Office of the National Coordinator of Health Information Technology (ONC) published a draft version of their Interoperability Roadmap for public comment: Connecting Health and Care for the Nation: A Shared Nationwide Interoperability Roadmap Version 1.0. Goal is to "enable a majority of individuals and providers across the care continuum to send, receive, find, and use a common set of electronic clinical information at the nationwide level by the end of 2017”. Public comments due by April 3, 2015.
At a high level, it reports current barriers to interoperability as:
- Data insufficiently standardized
- Lack of financial motives to exchange and misinterpretation of privacy laws detours exchanging
- Trust doesn't scale across disparate networks
Based on the barriers, the plan includes:
- Establish a coordinated governance framework
- Improve technical standards for a core clinical data set
- Enhance incentives for sharing
- Clarify privacy and security requirements
