Dr. David C. Rhew is the Global Chief Medical Officer (CMO) & VP of Healthcare for Microsoft. He is Adjunct Professor at Stanford University; holds six U.S. technology patents that enable authoring, mapping, and integration of clinical decision support into electronic health records; and has been recognized as one of the 50 most influential clinical executives by Modern Healthcare.

Dr. Rhew received his Bachelors of Science degrees in computer science and cellular molecular biology from University of Michigan. He received his MD degree from Northwestern University and completed internal medicine residency at Cedars-Sinai Medical Center. He completed fellowships in health services research at Cedars-Sinai and infectious diseases at the University of California, Los Angeles.

He has served as CMO and VP for Samsung; SVP and CMO at Zynx Health Incorporated; clinician/researcher at the VA Greater Los Angeles Healthcare System and RAND; and Associate Clinical Professor of Medicine at UCLA. Dr. Rhew has served on the National Quality Forum’s Executive Committee for Consensus Standards and Approval, Chaired the Consumer Technology Association Health Technology Board, and sits on the Governing Committee for NESTcc (National Evaluation System for health Technology coordinating center), the medical device advisory group for the FDA, CMS, and NIH. Cecil Lynch, MD, MS

Dr. Cecil Lynch is an informatics thought leader and the Global Chief Medical Information Officer for Accenture. He is the Enterprise Architect and Product Owner for the Accenture Precision Medicine Platform and consults across Provider, Payer and Life Sciences clients. 

He earned his MD at UCLA and his MS at UC Davis and has served as faculty and Chair of the Biomedical Informatics Division at UC Davis in the past. 

He is active in the standards world and is currently a member of the HL7 FHIR Governance Board and has served as a National Science Advisor to the US CDC and an International Science Advisor to the European Centre’s for Disease control. LinkedIn Profile.

Clem McDonald, MD

Dr. Clem McDonald's research focuses on electronic medical records (EMRs), their use in clinical care and research, the data standards needed to feed EMRs and epidemiological studies of the clinical databases. He is a member of the National Academy of Sciences, and has published more than 300 papers that have garnered 18 thousand citations. 

Prior to coming to NLM, Dr. McDonald served as the distinguished Professor of Medicine and of Medical Informatics at the Indiana University School of Medicine and the Director of the Regenstrief Institute for Health Care, a privately endowed research institute tied to Indiana University. 

He developed the Logical Observation Identifier Names and Codes (LOINC) database to provide universal identifiers for clinical observations, was coauthor of the UCUM standard for computable units of measure, one of the founders and authors of the Health Level 7 (HL7) standard and a major contributor to the genomics reporting chapter of the 2018 V2 laboratory results message. 

He is active in the development of the FHIR genomics reporting standard, and FHIR input forms development (Questionnaire and Structured Data Capture) and has developed web-based software tools to generate executable web forms and clinical flowsheets. Profile.
